  • 2004 Roadmap & 2007 Agenda Promise: Done.

    Give Hoosiers greater control over their health care; Provide health coverage to thousands of uninsured Hoosiers.

    In 2007, Governor Daniels signed landmark health care legislation, called the Healthy Indiana Plan, that provides access to 132,000 uninsured Hoosiers. The plan promotes health screenings, early prevention services, smoking cessation, and entrusts Hoosiers to become value-conscious consumers of health care. It also provides tax credits for small businesses who create qualified wellness and Section 125 plans.

    Bolster Governor's Council on Physical Fitness and Sports.

    Governor Daniels re-establishes Council in 2005. Enlists help of famous athletes and creates INShape Indiana program. 73,000 Hoosiers, from all 92 counties, participate. Thirty-two percent report weight loss of 10 pounds or more. Program received national recognition for impact program has on health and well-being of citizens. First Lady Cheri Daniels launched "Heart to Heart" to raise awareness about heart disease, the number one killer of women. The First Lady has also launched InShape's Ready, Set, Walk Program to promote increased activity through walking. County coalitions formed to fight obesity. INShape days sponsored at state parks and additional bike trails built across Indiana.

    Waive pre-existing conditions.

    In 2005, governor proposed bill allowing citizens to waive coverage for pre-existing conditions on individual and some group policies. With the barriers now removed, it's easier for Hoosiers to obtain health insurance coverage. Previously, Indiana was 1 of 2 states not allowing individuals to waive coverage.

    Reduce medical errors.

    Executive order issued by Governor Daniels, in 2005, for state health department to develop medical errors and quality system. Indiana is only the second state to fully develop a reporting system based on national consensus standards and to make the results available to citizens.

    Create additional "340 b Pharmacies." Improve access to free and reduced-cost medicine; Create statewide system to help low-income Hoosiers lower their prescription drug costs.

    In 2005, Governor Daniels created "Rx for Indiana" program and over 245,000 Hoosiers now receive free or discounted prescriptions - at no cost to taxpayers. In 2007, the governor signed a bill which increased funding for community health centers and could enable them to become federally qualified health centers eligible for the 340B drug pricing program.

    Create system to capture health data.

    Governor Daniels issued executive order and signs legislation to strengthen health reporting and accountability. The state's health agencies are now responsible for reviewing and providing solutions for security and privacy of electronic medical information.
